Description (?): Enables this server to be a File Transfer Protocol (FTP) server. If this service is stopped, the server cannot function as an FTP server. If this service is disabled, any services that explicitly depend on it will fail to start.

Explanation (?):

The FTP publishing service simply provides the file transfer protocol (FTP) snap-in ability to Microsoft's IIS. In order to manage your server's FTP settings or connect to your server through FTP this service must be enabled. If you plan on using this service be sure that you stay up-to-date with the most current security patches for IIS from Microsoft otherwise you could have a security hole. Microsoft claims that IIS 6.0 for Windows Server 2003 will put a stop to the all too frequent security holes discovered with prior versions. Bu, only time will tell there. If you do not wish to use this feature then this service can be safely disabled, however I recommend uninstalling it from the add/remove components if that is the case.
